HV'S BIDDING PROCEDURES ARE BEING VIOLATED!
No Money For Huntington Venture Park, but a
$45,700 Security Contract is Approved Without A Bid?


The meeting convened 15 minutes late. This was an unusual meeting in that it was opened by President Lee Meister and the audience was immediately criticized for our own past criticizing of the Board.  Board members Gloria Dowiak and Carl Swanson delivered the stinging condemnation to whom they referred to as certain negative elements within the audience.  According to Gloria and Carl, if we as a community do not like what the board does, we can produce a quorum of 10% of the community and control the board. Otherwise, the audience was told, we can keep quiet and let the board do their job without interference. This reason for the apparent condescending attitude of this board became very apparent within the next  hour or so.

The flavor of this evening’s board meeting was one of chaos and name calling. The members of this board continue to violate and ignore operating the business of the association under our Governing Documents. No minutes were available to be read from last month’s meeting.

John Hallberg is Treasurer and Promises Proof of DepositA question from the floor was asked regarding $37,000 the board had borrowed over a year ago from HV's Reserves Account to pay for a Security Service Invoice. At that time, we were told that the $37,000 would be paid back to the Reserves Account, but no record could since be found indicating the repayment had taken place. Treasurer John Hallberg assured the audience that the full amount had already been repaid but he did not know when. Director John Hallberg agreed that he would be providing proof of deposit of this transaction very soon. [Editor's Note: HVCA RESERVES were never collected to be available and spent on the day to day operations of the Association as this board appears to be doing. RESERVES are savings that are set aside specifically to be available ONLY for the express replacement of Association Assets when the useful life of those assets expire.]

Residents in attendance were very interested in the  deteriorating condition of HV's Huntington Venture Park. Although several residents were able to ask the board what steps were being taken to correct the many problems relating to the Huntington Venture Park, the common answer from our Board was “we have no money to correct the problems”. Director Swanson went even further when he announced that "it is not practical to keep spending money on the Back (Huntington Venture) Park when it will just be damaged again....".  Using this logic for the Cook Road Park, however would seem to be totally out of character for this board, since spending money does not appear to be a problem when it is the Front Park that is at issue. Confused? So were many in attendance in attempting to understand exactly what policies are being followed by this board of directors. This answer is interesting and disturbing given the fact that according to the Treasurer’s Report we are fully funded and should have whatever is needed immediately available for replacement of nearly any Huntington Venture Amenity. The Huntington Venture Park Issue was set aside with no solution or suggestions from the board. If a lack of Money is an issue for the Park, what followed was to raise more than a few eyebrows.

Director of Security Carl Swanson is Moving?Next, Director Carl Swanson read a report outlining his suggestion to immediately hire a private security service although NO COMPETITIVE BID DOCUMENTS HAVE BEEN PRODUCED AS REQUIRED by HVCA BYLAWS. When this fact was brought to the Board’s Attention from the floor, Director Swanson assured the audience that two other options had been considered, but they were both more expensive than the $45,700+ Contract that he  (Director Carl Swanson) appeared to demand the board agree with.  [Editor's Note: Options Considered do not constitute satisfaction of the required bidding safeguards required by HV's Governing Documents]  There was much discussion from the floor regarding priorities and the need for study prior to spending this amount of money without going through the bidding process. A request came from Johnny Johnson in the audience demanding that the competitive bidding process as outlined in HV's Governing Documents be implemented prior to this large of an expenditure is executed. The Board ignored the floor and appeared to have already been prompted on this issue. A Motion was made by Director Carl Swanson to approve the Security Contract, it was Seconded and a vote of the board was swiftly approved to spend over $45,700 a year with little more concern than buying a loaf of bread. 

Johnny Johnson asked for his comment regarding this "circus" process as a violation of HVCA's Governing Documents be included in the Minutes of the Meeting. It is not sure whether that request was honored.

The Balance of tonight's board meeting was the entering of new and old deed restrictions and sending a few of them to the Attorney For Collection.

The Board Meeting was Adjourned by President Lee Meister without allowing further comment from the floor.
