HISTORY OF ASCA:
The Albuquerque Secretarial/Clerical Association
Union was begun officially in 1978. Before that
date there was a group of dedicated employees
in the "B" salary schedule who began meeting
because issues of equity were identified and
possible solutions were being discussed.
These ladies had gone to the APS Administration
for redress without success. The original
issue for this group was equity in recognition
of training taken. When a solution did not
emerge by going through the usual channels
with APS, it was then decided to form an
organization that would address this and
other work-related issues for the employees
in positions as secretaries, clerks and
bookkeepers in APS on the "B" salary schedule.
ASCA was the first union local affiliated
with the American Federation of Teachers
within Albuquerque Public Schools. The
APS Educational Assistants' local was formed
next under AFT and then the Albuquerque
Teachers' Union became affiliated soon after
the EAs.
The first President of ASCA was Billie Neff
who has since retired to Farmington, NM.
Other past Presidents are: Lee Henderson
and Tena Prescott. Our current President
is Yvonne Rodriquez, who is presently
working at the City Center - Sandia
Cluster - 884-9568 x 0(APS).
The original committee began meeting with
representatives of the American Federation
of Teachers. Mr. Paul Broome was on this
original team from AFT. After many months
of research into what a proposed constitution
and bylaws would look like, the committee
set up meetings with their future constituents.
Cards were signed, initial dues payments were
taken and a time was set for a vote of the
employees to bring this union into being.
The vote was successful and overwhelmingly
in favor of bringing the ASCA union on board
to represent our constituency. ASCA was
chartered by the American Federation of Teachers
and is also affiliated with the New Mexico
Federation of Educational Employees,
the Bernalillo County Central Labor Council
and the AFLCIO.
Our first contract was successfully negotiated
in 1978. We ratified that contract with
our constituents and sent out our first
official contract books. Present the first
time at the tables was Mr. Charles White,
the APS Chief Negotiator/Administrator
and Mr. Paul Broome was on the Union side
along with Billie Neff - the first ASCA President.

ASCA negotiates a full contract every two years.
We alternate between money-items-only one year
and looking at everything in the contract book
for possible change in another bargaining cycle.
We welcome input from our constituents on
bargaining issues.

ASCA represents members of the
"B" Salary Schedule - secretaries,
clerks and bookkeepers.
