WHAT HAS ASCA ACCOMPLISHED IN TWENTY-SEVEN YEARS:
-- Twenty-five years of successful negotiations for
salary and worker benefits
--1995: ASCA filed law suite with Dept. of Labor on behalf
of those working over 40 hours a week without compensation
from APS. Won $1.5 million in back compensation for these
employees and the placement of clerks in all
elementary schools in APS
-- Twenty-six equal paychecks for 200, 206, 208, 248,
260 day employees
-- Grievance and redress policy
-- Mileage paid to employees on job-related travel within
APS District
-- Contract language maintaining employee job audits and
descriptions
-- One-time typing/keyboarding test requirement
-- Qualifications/seniority language regarding job vacancies
-- Interview Rating Sheet (giving points for training,
experience, commendations)
-- Employee representation at work-related disciplinary
meetings
-- Progressive Discipline Policy
-- Identifying productivity, performance, strengths and
training opportunities in the evaluation process
-- Remediation process with employee evaluation
-- Guaranteed placement when returning from an
approved leave of absence
-- Sick Leave Bank/40-day benefit
-- Three-year pilot started. Compensation for unused
sick leave (upon retirement and buy back benefit)
The Compensation for Unused Sick Leave benefit was
discontinued by APS in 2002. The Union will pursue
a similar benefit in the future.
-- Advanced Study Leave of Absence
-- Leave of Absence for business and/or personal reasons
-- Longevity increases at completion of nine and nineteen
years of employment in the "B" schedule
-- Returning APS employees given salary consideration
-- Five percent increase when moving up (per grade level)
-- Career Ladder Program paying $1,100 differential
yearly on hourly rate upon completion of 23 credit hours
and $550 on completion of half of the 23 credit hours
-- Guaranteed payment to employees doing work-related
APS assignments which occur outside normal work hours
-- Association representative leadership recognition
-- Collaboration with APS on developing in-service
training opportunities based upon identified
competencies
-- Qualified lobbyists in Santa Fe advocating
on your behalf regarding issues pertaining to
quality of work life
--New in 2001: Working in partnership with APS
to develop a new, comprehensive evaluation system for
"B" salary emoployees which looks at long range goals
and puts an emphasis on professional development
--New in 2003: Special Quarterly meetings
with APS Admin. on topics we have not been
able to resolve at the negotiations table
(contact ASCA for a complete listing of
topics for these meetings)
--New in 2003: Add TVI Partnership Career
Ladder differential payment for achievement
of 23 credit hours to the base pay of the
achiever. The employee who has achieved
the CLP will make more money over time - instead of
APS backing out the payments and then
adding them back in after any percentage wage
increase has been added.
--New 2003: Expansion of the TVI Partnership
to include more course offerings
to complete the 23 credit
hours required
--New 2005: Add longevity payments to base pay
--New 2005: House Memorial 36 -- through intense lobbying
efforts, the recommendations from this Memorial will lead
to higher wages for secretaries, clerks and bookkeepers
statewide who work for Public Schools
--New 2005: Increased Career Ladder Partnership with TVI
compensation - now paying $1100 for 23 credit hours and
$550 for half of those hours
--NEW 2006: Bilingual skill differential paid out to B
schedule employees who qualify ($.40 cents more an hr)
--NEW 2006: New Three-Level Salary Schedule and reduction
of the 200+ job descriptions down to three to match
our new schedule
--NEW 2006: Working with Legislators to get a legislative
bill to address salaries and expeience every year for
secretaries, clerks and bookkeepers who work for all
public schools in New Mexico
NEW 2007: Introduced House Bill 525 in 2007
Legislature addressing salaries for secretaties,
clerks and bookkeepers who work for public schools
in NM. Did not pass, but will work on an ALL CLASSIFIED
BILL in 2009 Legislature.
