Through negotiatons for 2007,
we have raised the differential
paid out to achievers of the Partnership
with CNM/APS Career Ladder (23 credit
hours achieved) and to those
who have made the old Level I. We have added $50.00 an hour more to your base pay for those who have achieved the old Level I. For completion of the old Level II and the new Career Ladder, 2000+, the new rate to
be paid for completion of 23 credit hours is $1230.00 added to your hourly
rate base pay as long as you
are with APS. If you achieve half of
the 23 creidt hours for the Partnership
with CNM/APS, you will receive $615.00 (new increased rate) added to your hourly rate base pay.
We are presently updating our CLP Brochure and will have it on-line on the APS Secretaries'web page. We will announce when that page will be available to you.

FACTS REGARDING OUR CURRENT CAREER LADDER 2000+ PROGRAM (PARTNERSHIP WITH CNM): MUST COMPLETE TWENTY-THREE CREDIT HOURS OF TRAINING. Effective July 1, 2001, the CLP 2000+ is open to all "B" Salary Schedule employees. CNM training is offered at many different times and places in order to be convenient to those interested in learning and upgrading their skills. CNM courses may only be taken after the employee's normal duty day. A group of twelve (12) or more employees can work with CNM to develop a special time and place for a class that is convenient to the employees. "B" Schedule employees successfully completing any CLP 2000+ class with a "C" or better will be reimbursed to help defray costs for tuition, books and fees for each class. At negotiations in 2002, we have made this a STRICT REIMBURSEMENT, where you will be reimbured exactly what you spend in fees, etc. (contact APS Compensation Dept. (889-4838) - to get the form to request a reimbursement of fees).
HOW DO I GET MY PAY DIFFERENTIAL:
In order to receive your salary stipend for CLP 2000+ courses, you need to verify that you completed the CLP 2000+ courses and request the stipend.
To verify that you have completed the courses required for the pay differential, you will have to have official copies of your CNM transcripts sent from the CNM Registrar directly to APS Compensation Dept. at APS Human Resources. You will also write a letter indicating that you are requesting a pay differential that indicates you have successfully passed or challenged the required courses. In order to qualify for the pay differential for courses you have taken prior to CNM, the prior courses must be accepted by CNM. A letter must come to APS Compensation Dept. from CNM - from Paul Quan stating that those courses you have taken in
the past meet the course requirements of our Partnership. Letters and/or transcripts must be received by Sept. 15th in order to qualify for the pay differential for the year. Your pay differential will apply to the fiscal year salary in which you completed the application. If you apply before Sept. 15th, your differential will be split among your remaining year's paychecks.
INFORMATION FOR CHALLENGING A COURSE: First, contact one of the TVI representatives below to obtain a special Challenge Form and to set a date for the test. Call the Business Resource Center - Room 210 (224-3840). Must have Dept. approval prior to testing out. The cost to test out on a course is $15.00. This fee can be reimbursed to you if
you pass a course with a "C" or better.
INFORMATION ON DISTANCE LEARNING (INTERNET)
ASCA has learned that it is possible to take a
course from home on the Internet. There are
deadlines to meet just like being in a regular
classroom situation - and if you do not meet these
deadlines - you can fail the course. Please contact
the TVI personnel identified on this page to get
more information. Cost for the Distance Learning
is $30.00 per course. This fee can also be reimbursed
to you if you pass a course with a "C" or better.
If you feel that courses you have taken at other educational institutions may count toward the CNM 2000+ Partnership courses, please call the CNM contacts below (an acceptance letter must come from CNM to APS Compensation Dept. for any classes that CNM accepts that you have taken in the
past). You may also test out on certain courses.

Our original Career Ladder Program has received many awards and national recognition. In 1989, members of our Executive Board traveled to Washington, DC to receive an award for the Most Innovative Career Ladder Program at the Para and School Related Personnel Convention. In 1991, we received an award at the National Staff Development Council Convention and were rated for on-going professional growth opportunities. In 1993, another award was received from the National Staff Development Council Convention for Classified Employee training efforts.
HISTORY OF THE PROGRAM:
ASCA NEGOTIATED THE FIRST PHASE OF OUR CAREER
LADDER PROGRAM INTO THE CONTRACT BOOKS IN 1987.
This was after several years of preparation and
study into what type of career ladder process
we should use. The Career Ladder format
we negotiated has always been a partnership with APS.
In these early years, we had Charles White
and Omar Durant sitting on the administration
side in the planning of the program.
Billie Neff, Kay Hansen, Tena Prescott
and Yvonne Rodriquez were on the union
side for the planning/negotiations and
served on the CLP Committee for many years.
LEVEL ONE OF THE CLP stipulated completion
of objectives and competencies in different
key areas: Communication; A Required
Section of FIS/SIS (Financial Info. System
and Student Info. System) and other APS
functions; Technology; Worksite Performance,
Wellness and Personal Interest.
Level One required achievement of eighty
(80) contact hours of training (going back
to when the employee graduated from high
school and current training). Applications
were submitted to the CLP Committee for
approval with proof of attendance. Level
One paid out $250 each year, as long as the
employee was in the "B" salary schedule.
In the early days of the program, a separate
check for $250 was issued to each Level
One achiever. ASCA soon learned that it was
more efficient to place the differential on
the hourly rate and it would then count
towards retirement.
LEVEL TWO OF THE CAREER LADDER PROGRAM WAS NEGOTIATED
INTO THE CONTRACT BOOKS IN 1991. Level Two
stipulated one-hundred and twenty (120)
contact training hours for completion.
This was a Mastery Level Program. The
classes taken had to be within five years
of program completion for required
up-to-date skills. Pre-requisite:
completion of Level One CLP. There
were objectives and competencies in:
Communication; Advanced Technology Techniques;
Quality of Workplace Performance;
Networking APS with a required notebook to be
put together by the participant containing
current information on all APS departments
(we still see employees using these notebooks
and keeping them current - this was
an idea ahead of its time); Professional
Porfolio that could be used at interviews;
Partnership for Success which partnered
experienced employees with employees new
to APS or new to a position - another idea
ahead of its time); Job Wellness -
it is always important to address health issues;
and, Personal Interest. An In-Basket testing
procedure was also in place to see if
participants retained what they learned -
a passing grade was required as part of
the program. Completed applications for Level
Two were turned into the CLP Committee
for approval. There was also an Appeals
Process if an application was not approved
- not so in Level One.
Successful completion of the approval
process would pay the achiever $500 plus
the $250 paid for Level One for a total
payout of $750 added to the hourly rate as
long as the employee remained in the "B"
salary schedule. Per negotiations held in
2000, the differential was raised to $750
for completion of Level Two for a total
payout of $1,000 for completion of both levels.
CLP Level Two had a five-year
maintenance requirement which stipulated
fifteen (15) hours of work-related
training completed to keep skills
current and to maintain the Level Two
differential payout.
THE CAREER LADDER ALTERNATIVE PROGRAM WAS
PUT IN PLACE IN 1998-99. Because many of
our constituents had college credit hours
or degrees under their belts, we felt it
was important to recognize these achievements
and find a way for the college credits to
meet the Objectives and Competencies in our
Level Two Progam. Differential: $1,000
total payment with Level One upon
completion and/or recognition of college
hours to meet Objective/Competency requirements.

Our kickoff orientation was held on
October 24, 2001 to answer any questions
about becoming a TVI student, forms for
fee reimbursement and how to begin
differential payments to the hourly rate.
The CLP 2000+ Program can stand and
survive on its own even after the
original CLP Committee members are
no longer available. No more
committee approval of applications.
The program has been streamlined to
operate smoothly with the participant
taking the responsibility to sign up for
the classes and submit the official
transcript for payment when course work
is completed. As requirements and classes
change at TVI, we will work jointly with
APS to update the process.

ASCA has made provision in our contract
book to assure that original Career
Ladder Program achievers will still
receive their differentials of $250
for Level One and $750 for Level Two
as long as they are still on the "B"
salary schedule. Total payment cannot
exceed $1,000 for past or current programs.
As we stated earlier,certain aspects
of the early ASCA training programs
were ahead of their time.
In 2001, APS recognized the importance
of trying to implement a
centralized/on-line procedural
handbook - ASCA saw the importance
of this with our Level Two training
program and required participants
to produce a notebook with information
about all APS departments.
In 2001, APS officially recognized
the importance of on-site training
for personnel newly hired to APS or
new to a position. This on-site
training must be done by a person
who is knowledgeable in all aspects
of secretarial skills. In the 1980's,
ASCA had originally negotiated for a
position just like this called a
FLOATER SECRETARY - who went out
on assignment to train new APS
secretaries or new to a position.
ASCA also had this concept in our
old Level Two training program with
Partners for Success which partnered
experienced secretaries with new
hires and those needing special help.
APS did not keep the Floater
Secretary position - we were told it
was too costly. Well, we can now
say this: "You can pay now or you
can pay later"; and that is what
is happening currently - APS can see
the need for training that should
have been available previously and
is now spending money to get it done.

It is always important to keep a written history of important events - we believe this is one of them.
The Union has always known that it is a priority to have training opportunities available to our constituents on the "B" salary schedule. The employees on this schedule are the backbone of APS - the secretaries/clerks and bookkeepers who keep the APS School District running smoothly.
