ASCA continues to follow the upgrade process (job audit)
in APS. We want to know how reorganizations have
affected our jobs (more responsibility, more skills
needed, etc.). We have language in our contract that
states that APS will continue to maintain a
classification program which shall include job
descriptions for all bargaining unit personnel.
Employees and supevisors shall participate in
the development of the job audit and descriptions.
ASCA wants to identify positions where
responsibility levels do not match our new Level Salary Schedule and take that information to APS -
this is an on-going task.
JOB DESCRIPTIONS:
Completed in 2007: The APS Compensation Dept.
worked with ASCA on revising and consolidating
all the job descriptions for the "B" Salary Schedule (secretaries, clerks and bookkeepers). There are currently
over two-hundered (200) job descriptions for our unit. 2007. We now have only six (6) generic job descriptions for the B' Salary Schedule.
WORKING COLLABORATIVELY WITH APS ON THE FOLLOWING:
-- Procedural Handbook for Secretaries
on-line - (Can be found on the APS web site)
-- Evaluate and Update/Redesign the
evaluation process for the "B" schedule
(Eval. Re-design project completed
in July of 2002)
-- Identify performance competencies
and performance expectations
-- Evaluate entry-level qualification
requirements for positions in the "B" Salary
Schedule
(Evaluate Entry Level/New Hire
qualifications study completed Jan., 2003 -
we have collaboratively revised the Interview
Rating Sheet to more accurately reflect the
interview process, on-site testing, seniority
in and out of APS and the evaluation process.
We also revised contract language via
negotiations 2003 regarding typing/
keyboarding tests.
QUARTERLY MEETING PROCESSS
This is on-going. We had our first
meeting with APS on Nov. 12, 2003 -
and so on, quarterly. The only time
we will not have Quarterly meetings
is when we are in negotiations.
We are addressing many topics in this
venue in conjunction with negotiations.
In this way we can come to resolution on
some topics at a time other than at the
tables. Among topics on this agenda are:
EAs working in clerical positions; professional
development; trainer for new secretaries in APS, etc.

NEW EVALUATION PROCESS WE
DEVELOPED JOINTLY WITH APS: The
revision of our evaluation system
took quite a bit of time. ASCA began work
on this project during the summer of 2001.
This project comes as a result of
a negotiated agreement with APS
to update our evaluation process.
Samples of the new forms were given
out to a selected group of supervisors and
"B" schedule employees in late 2001.
We have come up with seven Core Competencies
that will be evaluated for each employee.
Along with this will be identification of
goals for each employee and professional
development in identified competencies for
optimal job performance.
With the new evaluation tool, goals and
staff development priorities
can be set in advance in
preparation for evaluation the following
year.

**ASCA questions and gives input on new
and old APS policies that pertain to
our bargaining unit (ex., process for
advertising a position, requesting leaves,
the job audit process, etc.)
We are still asking all of you to continue
calling and writing your own personal
legislators and APS Board Members
in the districts where you live to keep up the pressure regarding our Living Wage and Cost of Living
Campaign and also to get House Bill 525 passed in the 2007 Legislative Session. We cannot stop putting on the pressure until we gain a mandatory Experience/Longevity wage increase each year.

The legislature has
not recognized us when making recommendations
for salary compensation to APS every year.
It is very important for all of us
to continue to communicate with our representatives.
Develop a rapport with them and
constantly remind them that support personnel
like us are a very vital/critical component
of the Public School system in New Mexico.
Tell them that in order to
keep good employees - pay them well.

MEMBERSHIP DRIVE IS ONGOING: ASCA needs full membership

paying members, we cannot possibly meet our goals
for higher wages, or get any action taken on the topics
we have on our Quarterly Meeting Process agenda.
It takes full membership to get behind your
union Exec. Board when we negotiate and when we
go to bat for an employee who has been wrongly
accused on-the-job and to uphold all the contract
language we have. It is each employee's
responsibility to help your fellow "B" schedule
employees - that is what a union is all about -

MEMBERSHIP SERVICE SPECIALIST ON BOARD (MSS)
Starting in September of 2003, ASCA has hired,
through our National affiliate -
the American Federation of Teachers, a fellow
"B" schedule employee who will be available to
answer questions and problem solve with you.
Our new Membership Service Specialist is Carla
Montano (she was ASCA's Vice President and Treasurer). Carla will be available on Mondays and Wednesdays - from
4:00 - 6:30-. Just call 262-2466 ext. 116.
Carla will also be working on getting our
constituents involved in the political procsss
and working with Building Reps at work sites.
Santa Fe is where the money comes from for your
yearly raises that ASCA bargains for - we need
to be political. If you have a union question, a question about union benefits or a concern or issue at your
site - don't hesitate to call Carla Montano.
